CELAC is a community that brings together all the American States, except the United States and Canada, and functions as a forum for coordination of policies in Latin America and the Caribbean. It is made up of the 33 countries that make up the continent. CELAC is not a regional integration mechanism like the Southern Common Market (Mercosur, in its spanish acronym), which is made up of Argentina, Brazil, Paraguay and Uruguay, it is a forum for political agreement. Present at this 2023 Summit were the Presidents: Luiz Ignacio Lula da Silva (Brazil), Gustavo Petro (Colombia), Xiomara Castro (Honduras), Gabriel Boric (Chile), Guillermo Lasso (Ecuador), Miguel Díaz-Canel (Cuba), Luis Arce Catacora (Bolivia), Luis Lacalle Pou (Uruguay), Luis Abinader (Dominican Republic), Mario Abdo Benítez (Paraguay), Mia Mottley (Barbados), Ralph Gonsalves (Saint Vincent and the Grenadines) , Ariel Henry (Interim President of Haiti). Also present were US envoy Christopher Dodd, White House special adviser for the Americas, and Charles Michel, President of the Council of the European Union. The Chinese president, Xi Jinping, participated in the summit through a video. The absent Presidents were Andrés Manuel López Obrador of Mexico who sent his Foreign Secretary Marcelo Ebrard, Daniel Ortega of Nicaragua who sent his Minister of Foreign Affairs Denis Moncada and Nicolás Maduro from Venezuela who sent his Minister of Foreign Affairs Yván Gil Pinto. Neither was Alejandro Giammattei from Guatemala or Laurentino Cortizo from Panama present. Dina Boluarte from Peru was absent due to the institutional crisis in her country.
