RMPR4715–U.S. Coast Guard Rear Adm. Andrew Tiongson, commander of the Coast Guard First District, spoke Sept. 11, 2018 with members at Coast Guard Base Boston to express his sentiments in remembrance of the victims of the Sept. 11, 2001 terrorist attacks.
