Tomás José Ramón del Carmen de Herrera y Pérez Dávila was a military leader during the Wars of Independence. He became the first president of the Free State of the Isthmus (now Panama) when it was formed in 1840. The Free State only lasted for 13 months before it returned to being part of Colombia, Herrera was later Govenor of Panama for a period.
