An aerial view of the mountain land and villas under construction in the Xiulan Culture Town Project developed and constructed by Xiulan Group, in Mancheng District and Shunping County, Baoding city, north China's Hebei province, 25 February 2019. The government of Baoding in North China's Hebei province is investigating illegal buildings on a mountain slope after media reports disclosed problems of the unapproved villas project. The project, covering an area of about 790.576 mu and including villas and supporting facilities, was built without permission.
