The Northwestern Railroad could be eliminated from con-sideration at present if it refuses to co-operate, and the UnionStation Association could build this unit and actually operate it asa double stub-end station; or, better yet, they might be prevailedupon to operate on the basis of through-routing their combinedservice, in view of the fact that the several roads forming the groupnow enter from the three main ways, which would have to be usedlater for all railroads.
